Backpack Labeling Requirements: US, EU and Middle East (What Must Be Printed)

A backpack must carry a permanent, legible and conspicuous country of origin marking on the article itself, plus fiber content and care instructions for covered textile components. US shipments need that text in English with an RN number where textiles are covered; EU shipments need fiber percentages in descending order, care symbols and an EU responsible person’s name and postal address. Gulf shipments need Arabic as the primary label language, with English alongside and origin stated in Arabic.

Why labels decide whether a backpack shipment clears

Customs officers and retail intake QC read markings before they open a carton seam or check stitching. A missing origin, a fiber statement that does not match the shell, or care text in the wrong language can hold a container at the port or trigger a chargeback at the distribution centre, regardless of how well the bag is built. Label artwork is therefore handled as a controlled production document, sitting alongside the bill of materials rather than applied as a sticker at packing time.

Labeling runs on two tracks. One is legal: origin, fiber, care, warnings and, in some markets, a responsible person or registered agent. The other is commercial: the buyer’s own layout, language mix and branding placement specified in the purchase order. Both are confirmed before bulk production and both are checked during our four in-house QC stages, not after cartons are sealed. United States: origin, fiber, care and warning markings

Plan for the following on or with each backpack:

  • Country of origin — permanent, legible and conspicuous on the article itself, not only on a hangtag. A woven label sewn into a seam or a printed label inside the back panel is the standard carrier.
  • Fiber content and care instructions — required for covered textile components under the FTC care labeling rule, in English, with fiber percentages and care wording or an accepted symbol set.
  • RN number — where the item is a covered textile product, the manufacturer or importer identification number appears on the label.
  • California Proposition 65 warning — where applicable to the materials or components used, the warning wording must appear in the required form.
  • CPSIA-tracked labeling and tracking details — for children’s bags, the permanent tracking label, batch traceability and any required warnings apply.

The two failures we see most often are text that exists only on a removable hangtag, and care wording copied from a garment label that does not describe the bag’s actual materials. Send exact wording, or approve drafted wording at sampling before bulk starts.

European Union: Regulation 1007/2011, GPSR and REACH

EU labeling is a language and layout exercise as much as a compliance one.

  • Fiber composition — textile components are labeled under Regulation 1007/2011, with fibers listed in descending order of percentage by weight.
  • Care symbols — the GINETEX / ISO 3758 symbol set is standard, and symbols may replace text where the buyer accepts them.
  • Responsible person — under the General Product Safety Regulation, the EU responsible person’s name and postal address must be identifiable on the product or its packaging, with the importer identified where different.
  • CE marking — only where a directive or regulation actually applies to the item. It is not a general-purpose mark and should not be printed on a bag with no CE regime behind it.
  • Member-state language — safety and care information is expected in the language(s) of the market of sale; multi-column care blocks are the usual solution.
  • REACH and OEKO-TEX — documentation your buyer requests, not printed marks. Both are supplied in the order file.
  • Packaging and hangtag waste rules — several member states regulate packaging and labeling waste, so removable hangtag layers are planned as part of the label artwork rather than added afterwards.

Middle East and Gulf: Arabic Text, SASO and Conformity Marks

Gulf buyers treat the label as part of the purchase order, not as a design detail. Saudi Arabia, the UAE and neighbouring markets each run their own registration and conformity expectations, and the label set is where those expectations become physical. In most cases the buyer specifies the label layout in the PO rather than accepting a generic care label, and the factory’s job is to reproduce that layout exactly.

The baseline across the region:

  • Arabic as the primary language, with English alongside — Arabic normally leads on the face, English sits with it rather than on the reverse.
  • Country of origin, written in Arabic as well as in English.
  • Importer or registered agent name and address.
  • Material and care information in Arabic.
  • Conformity scheme references for regulated goods, including SASO documentation and the conformity mark where the scheme requires it.

Because these requirements shift by market and category, build the Arabic block into the permanent label and keep conformity references on the packaging layer where the scheme permits. If the Arabic wording has not been supplied, ask for it before sampling — retranslating care terminology once bulk production has started is expensive. Choosing the Carrier: Woven Labels, Printed Labels, Badges and Hangtags

A label is a container for information. The wrong container either fails a durability check or buries the bag in printed material. The split we work to is permanent versus removable.

How labeling is handled inside our production process

The cost of a label error depends entirely on where it is caught. At the sewing line it is a re-sew. At the port it is a held container, a rework decision and a missed delivery window.
